Chick Peas with Tomatoes and Sweet Peppers

2 cups dried chickpeas
1/2 cup extra-virgin olive oil
2 medium red bell peppers, stemmed, seeded, and chopped
1 small red chile, stemmed and finely chopped
1 large yellow onion, peeled and chopped
2 cloves garlic, crushed and peeled
3 medium tomatoes, cored and finely chopped
1 tsp. chopped fresh basil
1/2 tsp. chopped fresh tarragon
1/2 bunch fresh parsley, chopped

3 garlic gloves

2 scallions, thinly sliced
